According to the report, KONA BLUE was a proposed prospective special access program related to UAP, supported by people who believed the government was hiding technology of non-human origin. AARO stated that the program was not approved and that it found no empirical evidence of hidden extraterrestrial technology. A mature reading treats neither transparency as naivete nor secrecy as automatic crime. It asks for proportionality. If the claim concerns a classified aircraft, some documents and technical witnesses may be enough to support investigation. If the claim concerns off-world civilization, non-human bodies or temporal manipulation, the standard must rise sharply. The larger the claim, the larger the evidence must be.

They are rooted in real national security structures, but they also became an explanation for theories about UAP, reverse engineering and the Secret Space Program.
